IHCA BOARD OF DIRECTORS

October 16, 2006

 

SUMMARY

 

A meeting of the Indian Hills/Glen Eden Homeowner’s Association Board of Directors was held October 16, 2006 at 19:30 at the Community Center.  In accordance with Article VIII, B of the by-laws, at least five directors were present when the meeting was called to order.

DISCUSSIONS

Charles La Rosa

The Board agreed with the President’s recommendation to send $50 to Hospice of the Chesapeake in memory of long-time resident Charles LaRosa, who passed away October 12.  Our sympathy is extended to Joan LaRosa and her family, we thank them for their decades of support and involvement in this community.

 

Bank Accounts

The number and diversity of the association’s bank accounts (M&T Bank, BB&T, Annapolis Banking & Trust) was discussed with regard to how well billing is served, ease of bookkeeping, and minimizing service fees.   Although none currently involve service fees, it was suggested combining them to one for tax revenue and one for non-tax revenue might be preferable.  The Treasurer noted that the County does not require us to report any external funds to them.

 

All mailings for the community will be re-directed to the post office box to ensure they get prompt attention.  This will include the Pool Committee mailings.

 

Community Pool

DRD, the pool management contractor, has been paid their latest invoice, leaving about $10,000 reserve in the pool account.  DRD has a two-year contract which the Association can opt-out of by notifying DRD by January 1.  The Treasurer will check with Sandy Avery on the invoicing status.

 

Gray Barton will serve as the Pool Committee chair, in accordance with the by-law requirement that the Pool Chair be a member of the Community Board of Directors.

 

Separate bids will be solicited to replace the failed pump, repair or enhance the fence, and address what to do with the baby pool.

 

The Pool Committee will provide an overview to the Board of the pool management requirements, scheduled maintenance, long term maintenance plans, security, and homeowner and Board liability.

 

Community Center

Melissa has plans for more Happy Hours for the adults, as well as kid’s events (reading parties, Easter egg hunt, Ornament making, Halloween party, family fun, etc.)  There were about 10 rentals in 2004, 26 in 2005, and 19 so far in 2006.  There is no standard for budgeting party supplies, handling rentals, requiring deposits, and planning for long-term maintenance.  We need to establish a rental policy for homeowners and outsiders, social and commercial use.  The Secretary agreed to research Ulmstead Gardens and Cape St. Clair and present their rental policies to the Board.

 

It was noted the clubhouse could use an icemaker and perhaps a TV.

 

The Halloween parade will be at 17:00 on October 31.  Trick or treating will start at 18:30.

 

Insurance

Nationwide does not provide coverage for the diving board on the pool.  The community center is insured for $453k, and the community has $1M liability coverage.  The County has advised us to increase the “dishonesty bond” to match the budget before they will release appropriated funds.  The Secretary agreed to contact the bond broker and request an increase to the $94,000 currently budgeted, or to $100k to cover likely increases.

 

Security

Kurt suggested that a motion detector on the four outside flood lights would light them only when there were people around the building, saving electrical costs and perhaps increasing security.  There has been vandalism recently of the fire pit (minimal damage), and the word “melo” (?) had been spray painted on a tree, the basketball court, and a picnic table.  Go figure.

 

Beautification

Planting bulbs and winter flowers at the community entrance was discussed, but it was pointed out we’re running low on funds, and the electric bill is running higher than expected.

 

Budget

To ensure enough there’s 20 days to turn a revised budget (in the event changes result from the annual Budget Meeting), the homeowner’s meeting is scheduled for January 8.  The budget must be published 20 days before the meeting, according to the by-laws.  The County requires the approved budget no later than January 30.

 

The next Board meeting will be on November 27 at 19:30.
