MINUTES of the Indian Hills Homeowner's Association
January 9, 2007

SUMMARY

A meeting of the homeowner’s association was held to vote on the annual budget. The homeowners approved the budget as submitted. No additional topics were raised from the floor for a recorded vote, although there was general discussion among the membership on current issues.

BUSINESS

The Secretary having declared the 17 in attendance plus the 18 proxies were more than the 15% quorum required (20 homeowners) by Article VIII, Section A of the by-laws (see attached roster), the meeting was called to order at 7:30 PM by the President. Those attending in person and those voting by proxy are listed in the attachment.

The meeting notice was mailed December 10, 2006 in accordance with the 20-day advance notice of the Association By-laws, Article VIII, Section A. Many of those attending in person also submitted redundant proxies. The meeting adjourned at 8:15 PM.

Kate de Medeiros opened the meeting. The Approval votes represent 97% of the voting homeowners in favor, meeting the simple majority of those voting required by the By-Laws, Article X, Section B, Paragraph 4. A voice vote was moved and seconded, and those present all voted Aye, with no Nays. The budget will be submitted to Anne Arundel County as approved by the Indian Hills/Glen Eden Homeowners Association. The final vote tally is shown in the table.

The Board was encouraged by several homeowners to use budget funds to specifically address the problems of drainage around the pool and playground, using grass or mulch to control wet areas, and making the deteriorating baby pool cover safe for children.

The homeowners suggested the community should rely more on fee-based revenue rather than tax-based, as a way to minimize the tax burden. The move to have the Pool Committee work more directly under the Board was commended, and looks to provide greater benefit to the community. It was noted that we should encourage outside pool membership while at the same time maintaining community standards (avoiding over crowding and parking problems, encouraging pool and clubhouse rental, maintaining homeowner use as primary).

Several of the homeowners chose to include comments on their ballots, which are listed here:

1. Is there money in the budget to allow for fixing the sign at the entrance? It is lop-sided and needs to move forward of the crepe myrtles – which are too full and cover the sign in the summer so it can’t be seen.

2. a) Revenue projected does not appear to reflect the change in our property assessments. b) Where is (the) clubhouse rental income?

3. Would like to see the public areas improved i.e. playground and main entrance to IH.

4. Why are there separate pool operations and pool contract expenses!

These all will be brought up for discussion at the next Board meeting.

DISCUSSIONS

It was requested that all Board meetings be posted with a week’s notice on the sign visible exiting the community. If they are scheduled ahead of time, an annual meeting list can be posted on the community web site.

Future Board meeting minutes should include a Treasurer’s report to show how well expenses are progressing against the year’s plan. The Treasurer will be informed.

The tennis courts need maintenance before major repair is needed. The Board would like recommendations on contractors for bid solicitation.

The number of outside pool memberships and the membership fee for the coming season needs to be recommended by the pool committee for the Board to refine the budget plans.
