IHCA BOARD OF DIRECTORS

January 10, 2008

SUMMARY

A meeting of the homeowner’s association was held to vote on the annual budget (see attached agenda and proposed budget).  The proposed budget was passed.  No additional topics were raised from the floor for a recorded vote, although there was general discussion among the membership on current issues.

BUSINESS

The Secretary having declared a 15% quorum present according to Article VIII, Section A of the by-laws (see attached record), the meeting was called to order at 7:10 PM by the President.  Attending in person were:

            President, Sophia Phillips, 1656 Comanche, 410 757 5906

            Vice President, Melissa Bowen, 26 Chautaugua, 410 757 9247

            Secretary, Bill Anselm, 7 Chautaugua, 410 757 1689

            Treasurer, Jim Kantowski, 1638 Bald Eagle, 410 757 6094

Pool Committee Chair, Gray Barton, 13 Chautaugua, 410 626 7071

Member at Large, Andrea George, 63 Chautaugua, 401 626 7679

Member at Large,  Bryan Holland, 120 Blackfoot, 410 757 4272

Kurt Reigel, 115 Blackfoot

Stan Johnson, 1581 Chocataw

Susan Ekert 1612 Chickasaw

The meeting notice was mailed December 10, fulfilling the 20-day advance notice of the Association By-laws, Article VIII, Section A.  All those attending in person also submitted ballots.  The meeting adjourned at 8:15 PM.

The President discussed the budget line items with those present and answered any questions.  A tally of the proxy votes showed 30 ballots received (23% turn-out), which, according to the amended Association By-Laws (Article X, B, 5), defines the residual 101 homeowners as abstaining.  Of those voting, all were in favor of the proposed budget, none opposed.  The Yes votes represent 100% of the voting homeowners in favor, which means the vote meets the 66% simple majority requirement of the By-Laws, Article X, Section B, Paragraph 4, and the proposed budget will be submitted to Anne Arundel County as approved by the Indian Hills/Glen Eden Homeowners Association.  The final vote tally is shown in the table.

OTHER DISCUSSIONS

The landscaping plan for the remainder of the year was reviewed, and the planned expenses for this fiscal year and next were presented.

The Pool Committee chair presented the plan for painting the pool and tennis court fence.

The tennis court maintenance is scheduled

The north clubhouse door can’t be unlocked – repairman will be called.

A Spring clean up day will be announced.  Activities will include:

            Plant flowers

            Paint fence

Build and mount sound absorbing boxes

            General area clean-up

Recent news items report that apparently homeowners must apply for the homestead credit on their property tax bill this year in order to avoid a significant assessment increase.  In prior years this credit for primary residence was automatic, from now on it must be applied for with each assessment notice.

The point of contact to be called when the security system alarms needs to be changed from Jim DeAngelis to Melissa Bowen.

Kurt Riegel noted that while the IHCA/Hollyanna Swim Team signs a waiver of liability to use the Indian Hills/Glen Eden pool, the community as a whole does not have a waiver with the separately incorporated swim team.  The President agreed to arrange for a reciprocal waiver.

Stan Johnson has been attending the Broadneck Federation meetings as the Indian Hills representative.  He reports that the group is pretty well connected – they know County government, how it works, and whom to contact on specific issues.

Kurt Riegel, as President of the Severn River Association, has been informed that the AA County General Development Committee is looking for advisory community members.  He is focusing on controlling run-off into the river.

Gray Barton will announce a Pool Committee meeting soon.  Guest passes and increased outside membership raised higher revenue than plan this past year.  A plan for covering the kiddy pool will be finalized at that time.

A Board of Director’s meeting will be held in February to establish a nominating committee for the upcoming board elections.

Respectfully Submitted,

Bill Anselm, Secretary

2009 Budget Vote
Budget dates: July 1, 2008 through June 30, 2009

The budget meeting and vote will be held in the clubhouse at 7 PM on January 10, 2008. All community members are invited.  You may provide the attached budget vote to board members before that date or you may turn the vote in at the meeting.  You are invited to join the meeting even if you have already submitted your vote.  Only one vote per household is allowed.

We have attempted to provide a more detailed break down of the budget this year as well as some information on the current budget and expenditures.  The final  page is all that needs to be submitted as your ballot.

Most of the budget every year goes to costs such as the mortgage, utilities, pool operations, clubhouse operations and ground keeping. With the current budget (through June 2008) we have also been able to do the following with the discretionary portion.

An email will be sent later with a date/time to come help us install the sound dampening material.
